ty.net/sessionPop.cfm?confid=126&proposalid=10295\n
All entities within t
he elements of the US Intelligence Community (IC) operate under s
pecific documented legal authorities rooted in applicable laws, Executive O
rders, and IC Directives. These artifacts define IC Agencies Functional Aut
horities, and at what capacity each Agency acquires, protects, retains, and
disseminate data. They also provide means to articulate data retention gui
delines, data access controls, consistent data protections guidelines, and
data sharing and dissemination.
\n
As the IC moves most of the mission
data it collects, analyze, and stores into a classified cloud-computing en
vironment, it is necessary to formalize and define data governance framewor
ks, and standards to enforce the implementation of data-centric tags associ
ated with high-level policies and obligations. As these frameworks get impl
emented, the need to streamline data access controls guidelines for data be
ing accessed to/from the cloud environment becomes relevant, ensuring that
all data in the cloud environment is handled and accessed in a legally and
compliant matter.
\n
This presentation highlights how the IC successfu
lly addressed these challenges by means of establishing Policy-Centric Data
Entitlement frameworks. This scalable approach allows:
\n\n
Assessing appropriate data access controls\n
Measuring effectiveness on how data is being share with IC Stakeholders\n
Analyzing how efficiently data access controls are being implemented\n
Implementing policy-compliant dataflows\n
Controlling data access based on pre-defined selection criteria\n
Designing policy-compliant dataflow templates\n
Verifying implementation of data entitlements\n\n

\n
